ASHINGTON TOWN COUNCIL CCTV STATION ROAD (including Station Road West and Woodhorn Road)

CONTRACT FOR SERVICES (PREFERRED SUPPLIER)    

Council Principles for CCTV

Ashington Town Council aims to ensure CCTV systems remain fit for purpose and operational for the benefit of all stakeholders. The previous contract for CCTV on Station Road was agreed in 2017, the Council appreciate that technology has changed significantly. By expanding and upgrading our CCTV system, we aim to build a CCTV service that can be used in the prevention and detection of crime, to reduce the fear of crime and to improve public safety.

Contract Brief

Ashington Town Council require a supplier to provide upgraded CCTV cameras and transmission equipment, to supply and install new equipment, and to provide monitoring.

The successful contractor will be expected to work with Council officers, Northumbria Police, Northumberland County Council, and stakeholders, and to advise Ashington Town Council on the most appropriate equipment and most suitable camera locations.

This is a 5-year contract for which the successful contractor will be required to invoice the Council monthly.

Tender Process

The aim of the tender process is to select a provider who is capable and willing to work with the Council to develop a CCTV service for Station Road (including Station Road West and Woodhorn Road), Ashington, that can be used in the prevention and detection of crime, to reduce the fear of crime and to improve public safety.

Interested parties must be able to demonstrate a successful record of:

  • Maintaining CCTV systems including various camera technologies, transmission systems (IP wireless, fibre) various command and control systems and digital recording systems.
  • Planning, installing, and commissioning CCTV systems and infrastructure in similar public sector environments utilising various transmission and camera technologies.
  • Undertaking civil engineering works, works at height in a similar public sector environment.
  • System testing and commissioning and the development of operational and maintenance materials for similar facilities within a public sector environment.

Interested parties will be expected to demonstrate to the Council that they can meet these obligations, via information submitted as part of the procurement process, and a presentation to the Council.

Information submitted as part of the procurement process will allow the Council to carry out due diligence in regards governance and safety. The presentation will give interested parties the opportunity to demonstrate a CCTV package for Station Road (including Station Road West and Woodhorn Road), Ashington, and the options available to the Council.

Price will not be a determining factor in the selection of a preferred supplier. Although it is expected that interested parties will provide options available to the Council, these are unlikely to be fully costed. Specifically, presentations will demonstrate what the Council could expect in terms of systems, surveillance, service, and the relationship.

  10. Details of industry membership/accreditations/qualifications.
  11. References.

Suppliers will be invited to make a presentation to Council officers and members, between 21st August and 1st September 2023, and to answer any questions.

A preferred supplier will be formally approved at the meeting of the Finance and General Services Committee on Tuesday 12th September. Once the Council has selected its preferred supplier, we will work with that supplier to agree the most appropriate CCTV solution for Station Road, Ashington. A fully costed proposal is expected to be brought to the Finance and General Services Committee meeting on Tuesday 10th October 2023.

Timeline

  • 11th August 2023 – Closing date for receipt of applications.
  • 21st August to 1st September – Presentations by interested parties.
  • 12th September 2023 – Preferred supplier approved by Finance and General Services Committee. Following which, liaison on CCTV package, and costed solutions presented.
  • 10th October 2023 – New CCTV contract agreed.
